{"id":7942,"date":"2019-12-19T13:19:42","date_gmt":"2019-12-19T13:19:42","guid":{"rendered":"http:\/\/deshmediabd.info\/?p=7942"},"modified":"2019-12-19T13:19:42","modified_gmt":"2019-12-19T13:19:42","slug":"pm-for-measures-to-stop-cheating-bangladeshi-workers-abroad","status":"publish","type":"post","link":"https:\/\/dhakatidings.com\/?p=7942","title":{"rendered":"PM for measures to stop cheating Bangladeshi workers abroad"},"content":{"rendered":"<p>Prime Minister Sheikh Hasina today urged<br \/>\nforeign countries where Bangladeshi expatriate workers are being taken, to<br \/>\ntake appropriate measures so that they are not exposed to fraudulence.<\/p>\n<p>\u201cI request the countries where the Bangladeshi workers are being taken to<br \/>\ninitiate appropriate measures to stop recurrence of fraudulence victimizing our<br \/>\nworkers,\u201d she said while inaugurating the World Migrants Day at the<br \/>\nBangabandhu International Conference Centre (BICC) here.<\/p>\n<p>The premier simultaneously asked foreign-bound workers to become aware<br \/>\nagainst fraudulence as many of them were going abroad by selling their lands<br \/>\nand properties for an overseas job.<\/p>\n<p>\u201cI urge all to be aware about the fraudulence. The people are even sending<br \/>\ntheir wives alongside their sons and daughters after being allured to get<br \/>\ngood jobs abroad. Many incidents of selling own wives have even happened. It<br \/>\nis very regretful,\u201d<\/p>\n<p>She sounded a note of warning saying, \u201cWe will take appropriate measures<br \/>\nagainst those (recruiting agencies) who are involved in the misdeeds.\u201d<\/p>\n<p>The premier called upon the Bangladeshi overseas jobseekers to receive<br \/>\nproper training before going abroad as it is very much essential.<\/p>\n<p>\u201cIt\u2019s very unfortunate that the people who want to go to abroad with a job<br \/>\nare less interested to receive training. They fall in danger after going<br \/>\nabroad due to lack of skill,\u201d she said.<\/p>\n<p>The prime minister said her government has been providing training to the<br \/>\npeople intending to go abroad with jobs.<\/p>\n<p>She said many people fell prey to the danger for not getting appropriate<br \/>\ntraining. \u201cIt\u2019s very regretful and it needs to be addressed.\u201d<\/p>\n<p>The Prime Minister asked the overseas jobseekers to verify job, salary and<br \/>\nsecurity measures properly before going to any country as there is<br \/>\nregistration system here in Bangladesh now.<\/p>\n<p>In this regard, she also urged all of the country\u2019s rural areas to be<br \/>\ncareful so that none can fall victim of such fraud.<\/p>\n<p>In the function, the Prime Minister inaugurated the insurance coverage<br \/>\nsystem for migrant workers and handed over the insurance policy to an<br \/>\noverseas jobseeker.<\/p>\n<p>She also handed over cheques of stipends to two meritorious students as<br \/>\npart of the distribution of some Taka 4.5 crore as stipends to 3,225<br \/>\nmeritorious children of migrant workers.<\/p>\n<p>Besides, Sheikh Hasina provided Commercially Important Person (CIP) awards<br \/>\nto two non-residents Bangladeshis (NRB) as the government conferred the CIP<br \/>\nawards to 42 Bangladeshi expatriates on the occasion of the International<br \/>\nMigrants Day 2019.<\/p>\n<p>Later, the Prime Minister opened the migration fair at the venue.<\/p>\n<p>Minister of Expatriates\u2019 Welfare and Overseas Employment Imran Ahmad, MP,<br \/>\nChairman of the Parliamentary Standing Committee on Expatriates\u2019 Welfare and<br \/>\nOverseas Employment Ministry Barrister Anisul Islam Mahmud, Chief of Mission,<br \/>\nInternational Organisation for Migration (IOM) Bangladesh Giorgi Gigauri,<br \/>\nBangladesh Association of International Recruiting Agencies (BAIRA) President<br \/>\nBenjir Ahmed, MP, and Secretary of Expatriates\u2019 Welfare and Overseas<br \/>\nEmployment Ministry Md Salim Reza spoke on the occasion.<\/p>\n<p>A video documentary was screened on the occasion.<\/p>\n<p>Sheikh Hasina urged the overseas jobseekers to get their names registered through 5,275 digital centres and 8,000 post offices so that they do not fall prey to fraudulence.<\/p>\n<p>The premier asked the Expatriates\u2019 Welfare and Overseas Employment Ministry to take care of the matter with special attention.<\/p>\n<p>Referring to the introduction of the smart card for the expatriate Bangladeshi workers, she said, \u201cDue to the record on the smart card, worker\u2019s embarkation cards are automatically printed at the airport. As a result, harassment of the workers at the airports has stopped largely.\u201d<\/p>\n<p>In addition, pre-departure and fingerprint training works have been decentralized in 25 districts to ease the services for migrant workers, she said.<\/p>\n<p>Regarding stopping harassment at the airport, the prime minister said separate counters have been set up at the airports for migrant workers alongside installing CCTVs and strengthening intelligence surveillance across the airports to protect the migrant workers from being harassed.<\/p>\n<p>\u201cIf necessary, the monitoring will be scaled up further to stop harassment of the migration workers as some airport employees have the mentality to earn some money from the migrant workers who return home from abroad,\u201d she said.<\/p>\n<p>Noting that the Probashi Kallyan Bank established by the government aims at providing financial assistance for overseas employment, export of manpower and expanding investment facilities in the country by the expatriate Bangladeshis, she said, \u201cThe overseas job seekers can take loan from the bank to go abroad and for initiating their business after returning home.\u201d<\/p>\n<p>Highlighting various pragmatic initiatives taken by her government to expand the overseas job market, Sheikh Hasina said, \u201cA separate labour market research cell has been set up in the Ministry of Expatriate Welfare and Overseas Employment to explore and expand the labour markets.\u201d<\/p>\n<p>The premier said at the same time steps have been taken to ensure migration and honourable employment for the overseas workers.<\/p>\n<p>She added, \u201cA joint initiative has been taken with Saudi Arabia and Hong Kong to give proper training to the Bangladeshi workers.\u201d<\/p>\n<p>The premier said to meet the need of international demand of skilled labour, the government has taken initiatives to make the National Skills Development Policy and National Skills Development Council more effective in order to send skilled workers abroad.<\/p>\n<p>\u201cThe Bureau of Manpower Employment and Training (BMET) has been given the responsibility of creating skilled manpower for overseas employment. As many as 6.82 lakh employees have been trained in 55 trade courses in six institutes of marine technology and 64 technical training centres across the country,\u201d she said.<\/p>\n<p>The government has taken initiatives to set up a technical training centre in each upazila of the country. The premier said, \u201cThe operation of 41 training centres has already started while 50 others will start their operation soon.\u201d<\/p>\n<p>In order to make BMET\u2019s technical training centres of international standard, 357 trainers from these centres have been trained abroad, she added.<\/p>\n<p>Noting that her government has declared this sector as a \u2018Thrust Sector\u2019, giving immense importance to overseas employment, Sheikh Hasina said that they have been working to send 1,000 men or women on an average from every upazila every year.<\/p>\n<p>Noting that the government has also taken various institutional measures to facilitate remittance sending through the legitimate channels, the prime minister said, \u201cA two percent cash incentive has been offered from the current fiscal year to encourage remittance sending through the legitimate channels. For this, there has been an allocation of Tk 3,500 crore in this year\u2019s national budget.\u201d<\/p>\n<p>She said remittances sent by the expatriate Bangladeshis continue to contribute significantly to the country\u2019s socio-economic development, including eliminating unemployment and increasing foreign exchange reserves alongside helping in alleviating poverty. The premier said the government has already finalized legal and policy frameworks to facilitate safe, regular and responsible migration in line with the Sustainable Development Goals.<\/p>\n<p>\u201cTo this end, our government has formulated the Overseas Employment and Migration Act-2013, the Overseas Employment and Migrant Rules-2017, and the Wage Earners Welfare Board Act-2018. These laws guarantee the protection, rights and welfare of the migrants and their families,\u201d she opined.<\/p>\n<p>In order to protect the migrant workers and their families, the premier said the Wage Earner\u2019s Welfare Board is providing death-related compensation, medical grants, assistance to return and scholarships to migrant workers\u2019 children.<\/p>\n<p>\u201cFrom this year, the overseas workers are being covered under low cost insurance. Half of the insurance policy value is being paid by the government. It is hoped that the safety of migrant workers will be ensured,\u201d she said. Spelling out the massive development works carried out by her government, the premier said significant progress has been made in poverty reduction in Bangladesh in the past decade.<\/p>\n<p>\u201cThe poverty rate comes down by 1.3 percent on an average per year. The poverty rate decreased to 20.5 percent in 2019 from 41 percent in 2005 while the extreme poverty rate declined to 10.5 percent in 2019 from 25 percent in 2005. Per capita income increased from US$ 543 to US$ 1909 during this period.
